Land Revenue Disputes
Mutation, record-of-rights and revenue-hierarchy matters before the Mukhtiarkar, the Collector and the Board of Revenue, Sindh.
Revenue disputes are decided in a parallel system with its own officers, its own appeals and its own records. An entry wrongly made in the record of rights can transfer the practical control of agricultural land without any suit being filed at all.
The chambers conducts revenue matters at every tier: correction of an entry before the Mukhtiarkar, appeal before the Collector and the Commissioner, revision before the Board of Revenue, and constitutional petition in the High Court of Sindh where the hierarchy has failed to act.

How a matter proceeds

Record inspection
We obtain certified copies of the entries, the mutation register and the relevant Form VII-B before advising.

Identify the tier
Filing at the wrong level wastes months. The correct forum depends on the order challenged and the time elapsed.

Application or appeal
The matter is filed with a stay application where a further transfer is threatened.

Escalation
Where the revenue hierarchy will not correct an illegal order, the matter goes to the High Court of Sindh under Article 199.
Land Revenue Disputes: common questions
A mutation was entered in someone else's name without my knowledge. Is it final?
No. A mutation entry does not by itself create title, and an entry obtained by fraud or without notice to the recorded owner can be set aside. Limitation still applies, so act as soon as you learn of it.
Should I file a civil suit or go to the revenue authorities?
It depends on what is actually in dispute. Questions of title generally belong in the civil court; correction of an entry belongs in the revenue hierarchy. Filing in the wrong forum is the most common and most expensive mistake in these matters.
How do I get certified copies of revenue records?
Through the relevant Mukhtiarkar's office, or the Sindh land records centre for digitised deh. We obtain them for clients as the first step of any revenue matter.
